Attendance: Edwards, Glen Foulk, Paul Krey, and Peri Swenson from Kinney Management in Attendance
- Called to order at 7:00 p.m.
- Approval of previous meeting minutes from September 14, 2005
- Reviewed Income Statement dated September 30, 2005
- Reviewed and approved proposed 2006 operating budget and assessment to remain at current rate.
- resigning of Kinney Management contract at the current rate was approved.
- There was no increase on insurance premium.
- Discussion on property taxes including CAGRD (Central Arizona Groundwater Replenishment District) charges. This is the first year the HOA has been charged for CAGRD. This fee is not consistently calculated from year to year, but current fee appears to be fair.
- Discussed reserve fund interest rates.
- Motion was approved to have KMS write four checks for $10,000 each from the HOA operating account to M&I bank for a HOA reserve investing account. The board expects to get a much higher return on investment (around 4%) from CDs at M&I. Keith Edwards is getting more information and the board will be signing a signature card to make the transaction.
- New Business
- Vandalism in park discussed. Several sprinkler heads were damaged by kids causing approximately 1/3rd of the park basin to need re-seeding of winter rye. Cost of $1800 will be charged for this in addition to the replacement cost for sprinkler heads. Large sign with rules approved to be purchased for the park. Sign will allow the police to enforce rules. Peri will get sign verbiage to be approved by the board.
- Motion detector suggested and denied. The board did not feel like a motion detector would be effective and it would be one more item that could be vandalized.
- Notices for street parking and other violations were sent out. The HOA is ready to begin night tours.
- Quarterly cleaning (power washing) of the park’s covered area approved at $150 per cleaning.
- Old Business
- Granite replacement—final granite needed to complete Litchfield Road has been delivered but not spread yet.
- Drainage repairs underway in 3 breezeway locations.
- Parking area signage/ repairs / maintenance in process.
- Fence at the west side of the park discussed and rejected. Kids would just climb over the fence and damage it and the connecting wall.
- Open Discussion
- Neighborhood watch suggested to the board. Peri offered to get information that can be provided for the HOA. Participation is often hard to come by so watches are often set up by street.
- Frustration of vandalism voiced. Community members are encouraged to call the police and take an active part to fight vandalism.
